自転車は車ほど速くではありません。A bicycle isn’t as fast as a car.
Jitensha wa kuruma hodo hayaku dewa arimasen.
So, basically, what you do is to put in the subject the thing that is going to be compared negatively, then the thing which is more just before the “~hodo” and then a negative adjective along with “~dewa arimasen.”
You can also use the short version:
自転車は車ほど速くないです。A bicycle isn’t as fast as a car.
Jitensha wa kuruma hodo hayakunai desu.
